So what happened?
Trump signed off on ethics language covering how officials can profit from crypto while in office — the last major sticking point blocking the CLARITY Act, the bill that would finally split crypto oversight between the SEC and CFTC.
Why does it matter?
This is the closest the US has ever come to a proper rulebook for crypto. If it passes, exchanges and investors get clarity on whose rules apply — no more guessing whether a token is a security or a commodity.
The bigger picture
The Senate has until the first week of August to vote. Bill text is expected any day — and both sides agree the slower it moves, the more likely it survives as bipartisan law.

Right now, US regulators argue over who's even in charge of crypto: the SEC treats some tokens as securities, the CFTC treats others as commodities, and the line between the two has never been fully settled by law. A "market structure bill" is Congress finally drawing that line. CLARITY is the bill trying to do it, splitting oversight cleanly between the two agencies so exchanges and investors know exactly whose rules apply.
